The answer is...
She's fake. Many reasons were given in the comments:
- DancerDarlin: "Sand sculpture . . . but I say that only because of the hair . . ."

All good reasons. But I guess I was surprised more people didn't notice the giant sand green pepper next to her in the second picture?
I guess it's true - people don't notice anything else when confronted with potential nudity!
